Does the OBI Suite includes the NAVTEQ maps or one have to buy them separetedly to use the GIS functionality ?

Through their relationship with Oracle, NAVTEQ provides for free the high-level maps (country, state boundaries, major cities, etc.), but if you want street-level maps, you have to buy them from NAVTEQ. The GIS capability is indeed there for free, but it depends on what level of data you need.
